in Twilight town vexen says to sora that he(sora) had been in that town before,that a part of his heart could be able to remember that.
now my point,what the heck does he means,i mean how can sora even remember twilight town if he wasnt there until khII??

once sora turned into a heartless in KH1 roxas was created and sent to Twilight Town, and since Roxas is part of sora all of his memories are the same.

The Memories coming from Roxas mean just that - they came from Roxas. They wouldn't have to have their memories 'be the same'.

ok,but what would have happened to sora if he and roxas didnt get whole again??

One assumption would have it that as a being of only a Heart, he'd have deteriorated into what we see XH as in KH1 until he possesses Riku.
This and the Memories of TLTW possibly coming from Roxas directly instead of in-directly through Sora are unrelated though.
