This may not be true and im still working it out so ill give you the gist of it.In one of the traliers,ventus asks to be erased.Maybe at the end Terra does erase Ventus and Braig(Xigbar's somebody) saw the erasing of Ventus and is now has the memory inplanted forever thats is why he saw Xion as Ventus in kh days.Imnot sure of this so leave your comments

1) Ven asked Aqua to erase him
2)**SPOILER**People see Xion from what connection they from Sora and so assuming that Ven has a connecton to Sora and since Braig might have had a rough history with Ven and never saw Sora that could explain why he saw Xion as Ven and also Xemnas saw Xion as Ven**SPOILER**

Ven does ask to be erased... but he asks Aqua... and I highly doubt she does it. I really don't think that Terra is going to erase Ven. There are more plausible reasons out there other than this for why Xigbar saw Xion as Ventus.
