Then perhaps the "he" was Pete as part of what Maleficent claimed were "big plans" for him? Then Xehanort knew that Ursula was going to travel to Destiny Islands and attack Sora and Riku, opening the door to the realm of dreams... Why didn't they just go with Darkside to avoid this confusion lol.

Her phrasing is off but she's still listed as "Phantom Ursula" which leaves it odd. Her being sent by Xehanort though, to me, is a no brainer. Though not really sure why he'd do so. All Xehanort, Ansem specifically, had to do was be there when they entered the Realm of Sleep so the others could could follow them in.

Is it out of the question to assume that Ursula was summoned using the Book of Prophecies by Xehanort?
