If Xemnas was strong enough to create a whole world I don't think he would be putting up with Sora like he did. Besides I think it was there originally like another Twilight Town then the Organization came in and turned it into what it is now.

dont you think that it is kinda awkward that twlight town is almost the same as the world that never was? Like what Microsoft994 said it could be just another twilight town taken over by darkness and the nobodies. Even the parts of the world are the same.
1. You start out in a back alley as to the usual spot and it's area.( Market street the common and the sandlot etc.)
2. Memory's Skyscraper is like the Twilight Town Station.
3. The castle is like the mansion in Twilight town.
Then again I dont know just a thought that probably means abosulety nothing.
