Most of them, yes...
There are a few that simply cannot be removed.
These are the ones that short of rebuilding it, you can't get rid of.
Anything that infects these:
1. Bios- Any virus that infects this, your machine is practically toast.
Only fixes?
Changing your bios chip.
Reflashing your bios. (Probably won't work.)
Reinstalling the CMOS. (Again, won't work most times.)
HDD MBR- Lives on the first (63-64k?) sectors of your hdd.
This is the area that most boot managers work from.
(If you have a dual-boot setup, you'll know what I mean.)
Anything here is always automatically ran before anything else.
So if this gets infected, its practically impossible to remove.
Most virus writers, however target the OSes themselves.
A reinstall can fix 99.999% of the problems, with the exception of these two, and a few others.
The previous two examples being the most critical ones.
