As for what you said about Neku and the gang bumping into players besides day 3 that doesn't have players. Neku and the gang have only bumped into 2 other players in the entire game, but thats probably beacuse the developers didn't want to make any more players

Spoiler ShowEssentially, the current UG Shibuya follows those rules. The Reaper's Game is just a name given to the thing those rules are applied to. If an old man lives a long, full, happy life, and lives every moment to its fullest, then he shouldn't need that second chance; he would have already made good use of his first. On the flip side of the coin, why put an executed rapist in the UG? Considering what they've done, I'm pretty sure everyone could agree that they shouldn't even have a second chance. Also, if he came back to life anyway, would he just be re-executed, or what if the body was destroyed?

Spoiler ShowWhat you said about the Reaper's Game makes sense and the part about the reports, but I don't think the reaper's care if you did something wrong when you were first alive.The reaper's game is a test, and the composer judges people on two things.Their amount of imagination and how they've changed. So even if they won the game if they didn't change they would still be in the the game or they would be turned into an angel or a reaper like Mr. H said the reaper's give you points right.But I have to admit the body thing I've been wondering for awhile.
