Good grief, you guys are still hording VAs even when production hasn't even reached that point, let alone localization?
On that note, I hope Earl Boen gets Frollo. He sounds very much like Tony Jay.

Localisation has been confirmed to be done simultaneously with the Japanese work on the game.
They're making the Japanese version of the game ready while they're also translating things for the game and working on an English release.

EDIT: Oh, wow, you guys already talked about Earl Boen being the prime choice for Frollo. o.o; I was talking to my friends the other day about it and Earl Boen's name got thrown in. And I play a lot of Monkey Island, so I immediately made that connection. He has that similar authoritative tone to his voice. I hope he gets picked.
Though apparently, there's some rumors going on that Jim Cummings is Frollo's VA. Take it as a grain of salt though. I don't know how credible these guys are.

Look, I'm a Jim Cummings fan, and I MORE then respect his imitative abilities... but he doesn't have that cold rasp necessary. Even as Negaduck he's always a bit too gung ho.
Then again, he can be cunning when the case calls for it. Hmm...

Isn't Disney in charge of VA?

I'd think it is something done with joint understanding. There are a lot of voice actors taken from Disney and hired actor, but there are obviously a lot of them from a different Los Angeles-based company as well.
The ones they had in KH1, I'd assume.
