As far as what Sora said to Kairi at the end...I'm not actually too bothered if we never find out what it is. I'm fairly sure unless Nomura decides to pull some fast one it is more than likely just him saying something attune to his usual "I'll come back, I promise", just to drive home the similarities to the first ending. I mean, even Kairi's one single tear rolling down her cheek is the same as the last shot of her in KH1, just reversed. And, of course, her memory of Sora fading away under her hand is exactly the same too. Oh boy, I never expected having to deal with the emotional damage from that ending more than once...
Either way, the important thing is the feeling that Sora was trying to tell her, rather than the words he used which is why we probably don't hear it.
I think it's also possibly a cover for them to claim plausible deniability that he told her he loves her without them actually having to run that past Disney if that's okay or risking it coming across as possibly cheesy.
I mean, no matter what the words actually are that's basically what he said, I think.
Look, the fact is when we get to the series end whenever that may be, it's going to happen, especially with Square's long track record of the main male and female protagonists getting together in the end, going all the way back to Cecil and Rosa in FFIV.
If the hints are there in the game, it's what Nomura is going for in the long run; there's no avoiding that.
