They had hearts which opens up a whole bunch of possibilites. Xemnas says they experimented with them, tried to see if they would produce Heartless and Nobodies of their own. So what if they did?
He also calls them weak or traitors.

Zexion (Same as Lexaeus, they both had no interest in helping Xemnas, just as Xemnas said: "Not all of them were loyal to our cause")
Axel (But not in the beginning, he might have a piece of Xehanort in him)

Demyx may qualify as weak, but if anything Luxord look like a pretty good candidate to be on Team Xehanort. remember his powers were based on space-time manipulation, which is pretty big with Xehanort.Those who were eligible:

Wait, so, they have hearts? Ok, but I have just one question. Does that mean that every nobody has a heart? Or was it just some experiments done on the Organization?
On a side note, I can just see the Org just facing Sora going, "We had hearts all along! Trolololololololol!"

But most of them besides - Xemnas, Siax(?), Xigbar(?) and Axel - didn't know that they had these new born hearts.
What I am confused about is, were they growing new hearts on their own, or was Xemnas using his own heart to plant seeds and grow new hearts inside them that way, therefore making their new hearts indeed Xehanort-Hearts.
