Simple Question: Why are Saix & Xigbar part of the 13 Xehanorts?

So, that's the part I never got, but I played DDD only 1 time. Maybe that's the reason and I missed something, or they needed the 2 most developed orga members for the story.
When I understood the time travelling right, can't xehanort just get more ansems & xemnases instead of saix & xigbar?

Just wanted to finally get that part, so...thank you for the following answers.

Xehanort implanted a fragment of his heart in Braig back in BBS. It is why when Terra first fights him he has brown eyes, but then when te final battles against him start he has gold eyes. Braig seems to be one of the first people Xehanort attempted this on.

Saix was given a fragment of Xehanort's at an indeterminable point of time, but has clearly been a Xehanort for a long time now since he's always had gold eyes in his appearances except when we saw him in BBS as Isa.

The goal of the Organization was to eventually implant a fragment of Xehanort's heart into all of the members but as Xemnas stated, there were certain members who did not fit the criteria they had (being loyal, being powerful) so Xehanort had another plan to bring versions of himself back from the past to fill the remaining spots while still seeking out members to implant his heart into to be their 13th member (I.e. Riku or Sora, eventually deciding on Sora during KH3D).

Saix and Xigbar are the successful results of the heart fragment plan.

So, with the gold eyes being an indication that their influenced by Xehanort, what does this mean for Ansem the Wise?

It's not gold eyes alone, but gold eyes + pointed ears that signify a connection to Xehanort.
Ansem the Wise has orange eyes and doesn't seem to posses the pointed ears so it is unlikely that he is a vessel

Saix may have been part Xehanort but he still wasn't in the on the whole True Organization XIII plan...

We don't know that.

We do know that Saix was one of Xemnas' trusted members besides Xigbar. Only those three would have their special meetings together and although Saix blinded himself to the truth that Nobodies could grow hearts and hated Xion despite Xemnas' plans, he still had an intimate knowledge of what Xemnas was doing for the most part.

That may be so but the Destiny Secret Ending seems to imply Saix was last minute (as in after KH2).

It also makes sense that Saix had no idea about the True Organization and their goals. This is because Saix was Xemnas's most devout follower and he believed of Xemnas's lies. Particularly the one about Nobodies not being capable of obtaining hearts. All throughout KH2 Saix truly believed that both he and the rest of the members couldn't obtain what was lost to them.

In short, he was more of a pawn rather than a second in command like Xigbar.

Days definitely tells a different story, where Saix is desperate to climb closer to Xemnas's social circle because he's distrustful of him, wants to overthrow him, and wants to know what he's hiding - so he has Vexen and Zexion killed and sends Axel to find the Ven's chamber.

I always thought that Saix never intended to ally with Xemnas and the like. It is mentioned somewhere that he and Axel planned on overthrowing Xemnas and claiming back their hearts, though Axel over time grew apart from him and lost his friendship all together. He probably became a vessel in bitter revenge against his former friend.

Alternatively, his X shaped scar is similar to the Recusant's Sigil. As a recusant is someone who does not conform, there is a possibility that Xemnas knew of his and Axel's plans, and pushed towards influencing him as punishment.
