I imagine Nomura originally made him look a tad like Xemnas, but for the 10 years before KH timeframe to be a bit more noticeable, I presume he decided to make him younger.

Yeah, that's what I think most of us assumed, that Nomura was referring to Xemnas when he said that Terra's design had already been set but just needed to be aged down.
