Requesting a tutorial for Wind Waker style drawings:

So, does anybody know how to draw characters in a Wind Waker like style? Or do you know anyplace where I could go to find such a tutorial? Any help will be appreciated.

by hand, or through a photo editing program like photoshop?

I think he meant like instructions on how to go about drawing in that style.

Honestly, I would think to just look at the artwork thats already done and then just mimic it.
