I kind of doubt it. The reason Sora and Roxas could Duel Wield was because two Keyblade-bearing Hearts were involved - Sora and Ven.
However, in the Terra-Xehanort-Eraqus mix, only Xehanort maintained his Keyblade while Terra's remained with his Lingering Sentiment and Aqua took Eraqus's Keyblade. So we're down to only one Heart with a Keyblade.

what if he wanted to use the keyblade, but he couldn't? like going by your quote. the keyblade that the Terra part of Xemnas would have to use is with LS, the keyblade from Eraqus is with Aqua, and the keyblade for MX was with Riku (when Ansem SoD was roamin in him).

Nevermind I just overcomplicated things...then again, why the hell wouldn't he use one? I mean he started baggin on sora saying that he wished the keyblade was in more capable hands. he gots some pretty capable hands right there. use 'em ya lazy bastard. xD

Can hearts fused? xD I don't know. I assume Xemnas having Terra's heart is because of the scene of Room of Sleep and his searching for Room of Awakening. And Eraqus' heart is cause of Xemnas aware of Room of Awakening.
So, you think MF is Terra's heart? xD

Yeah, figured I didn't go into detail. What I'm trying to say is, every Organization member retained their previous weapons. Every single one except for Xemnas.

A heart is necessary to wield a Keyblade... pretty sure that's a rule. No heart, no Keyblade. Perhaps Xemnas' former potential to wield could materialize in other forms, such as his two sabers (similar perhaps to how despite Riku's access to a Keyblade, his potential to wield may have materialized into the Soul Eater, and then also similar to how Xehanort's Heartless materialized a double sided Soul Eater, which is a nice parallel to Xemnas' dual wielding sabers).

1) it was a fake Keyblade. She was copying the powers of the Keyblade through Sora's Memories.
2) Going by Repliku's make up, Xion most likely had a Heart of her own. Part of why she managed to not be like the Organization expected her to be.

I'm fairly sure it was mentioned in an interview that a heart was a requirement to wield a genuine Keyblade.

That depends on what Nomura meant when he said Xemnas was willingly refraining from Wielding, and how many of the three Hearts "Xehanort the Apprentice" held within him made it into Xemnas.
If he willingly refrained from it and had no Hearts inside him - then no. You don't need a Heart yourself to Wield so long as you're tightly related to a Wielder. But that remains to be seen.

And yet it's fact beyond doubt that Roxas was using Sora's powers of Wielding, which does make one wonder if the NOBODY needs a Heart in order to Wield. Especially seeing how it's highly likely Ven's Heart was incapable of Wielding until the end of Days when Roxas first Duel Wielded.

Terra was trying to get control back, paralizing his body. Then, Xehanort started moving Terra's right arm towards Terra's and his Heart, ending in a selfstab.
