Basicly, the Pheonix police department has lied about the amount of kiddnappings in the city to get more federal funds.
It's pathetic and low, if they wanted more funds all they had to do was ask for more, the U.S. government hands out grants like money. (Another pathetic thing but whatever)

Um, the correct spelling of the city is 'Phoenix'. It even says such in the link, but you misspelled it twice...

I remember digging up a map of how much "corruption" goes on in different countries and I was suprised by America's statistics, if I can find it then I'll post it. Though I'm pretty sure Wikipedia has one.
