It's the Japanese name for Oblivion like what violent anger said.
If the person is talking about the Oblivion then you have to beat Xigbar and you get it after the reunion scene in The World That Never Was.
But, the keyblade with the dragon on the end is called fatal crest.

Like everyone else ahs said, the japanese name for Oblivion is 'memories passed' and the only other keyblade with a Dragon is the Fatal Crest

yeah sorry I just looked on xaldins fact sheet and it said there was a passed memories keyblade, so I thought it was the fatal crest cause I didn't get it yet, I didn't know it was the jap name for oblivion, sorry.
