The ACCC convinced the Federal Court to rule that modchips are not illegal in Australia. If you can track down a place that installs them, you can modify your PS2 to play imported games.
Or you can buy a cheap old Japanese PS2 off eBay or something.
Japanese systems are NTSC. That said, Japanese and US PS2 games are not cross-compatible - so in if he wants the NA release of Re:CoM he should go for a US PS2. I forgot they'd released Re:CoM in the States.Or a cheap NTSC system. They should be no more than about $60 on eBay.
