Either import a NA PS2, or buy a Swap Magic switch. Either way, you'd more or less have to buy something extra.

The ACCC convinced the Federal Court to rule that modchips are not illegal in Australia. If you can track down a place that installs them, you can modify your PS2 to play imported games.

Or you can buy a cheap old Japanese PS2 off eBay or something.

Or a cheap NTSC system. They should be no more than about $60 on eBay.

Japanese systems are NTSC. That said, Japanese and US PS2 games are not cross-compatible - so in if he wants the NA release of Re:CoM he should go for a US PS2. I forgot they'd released Re:CoM in the States.
