Well I will just say as of now, a heartless has not appeared in Twilight Town with out Pete's help.

Heartless ONLY come when summoned by the darkness in people's hearts. So they could and do appear (look for NeoShadows). And that whole Dusk kills lots of heartless thing is not true. One lance dude could kill 7 heartless (thats two more!)
