Leon: Didn't get permission, lost Keyblade.
Riku: Got permission from Roxas, kept Keyblade.
Jack Sparrow: didn't get permission, lost Keyblade.
Kairi: Got permission from Riku, kept keyblade.
Sora: Got permission from Riku, kept Keyblade.

The only "exceptions" are Sora and Riku, but we've had a true battle for ownership there between two people we know ended up with Keyblades, so we can't really compare.

The Keyblade that Roxas used and the Keyblade that Sora once lost in Castle Oblivion are the same thing. Furthermore, these two both used the Keyblade at the same time. This can be explained by the relationship between Roxas and Sora. Thus, they both can wield two Keyblades, which, in fact, has an important meaning. This is also related to Xehanort’s memories, but this point can’t be touched on just yet.

I think there is more to Roxas and Sora Dual- Wielding then we know currently because of that statement. This doesn't mean that Roxas has a heart but, that there is something more to it's explanation that we do not know of yet. I think it has something to do with Ven's connection to Roxas.

This is all but confirmation that Sora and Roxas Duel Wielding has to do with Ven XD

Unless, in fact, Ven has absolutely nothing to do with Xehanort's memories- which, yes, I know, is far-fetched.

Xehanort's Memories are a way to reference BBS. Seeing how Roxas is Ven's spitting image and Duel Wielding came from Roxas, it's all but unimaginable for it to have came from anywhere else, imo.

I find it odd that Sora and Roxas Dual- Wield because of Ven but, Ven has not been seen Dual- Wielding or anyone else fom Birth by Sleep.

But that's the thing - both Sora and Riku, when Duel Wielding, has had at least parts of other Beings within them.
Sora had Roxas, and whatever of Ven.
Riku had XH - another effin Heart, probably capable of Wielding the Keyblade himself.
Ven, being his own lone Being couldn't possible Duel Wield.
