This has already been dicussed in another forum heres the quote of why Xaldin ISNT the EM man:

They aren't the same weapons as Xaldin's.

And what KL Means in this qoute is the EM mans weapons are different from Xaldins. Xaldin has spear like weapons and the EM man has laser like weapons.
