Sometime between Lea losing his heart and Axel's sacrifice.
Heartless first, then nobody.
Lea used Frisbees as a pre-form for his Chakrams. Like how Braig uses a form of guns prior to the ones Xigbar uses, Lea is able to access these. He cannot, however, set them on fire.
Because they lost their hearts at Radiant Garden? I dunno lol. At least Lea can travel, that means he might not have regenerated in Radiant Gardens.
Why would they have to be destroyed in a certain order? They retained their powers for the same reason they retained their memories. And who's to say they didn't have some of those skills before going nobody anyway? They ended up at Radiant Garden probably because that's where they were when they became heartless and nobodies in the first place.

The same way Roxas can use a Keyblade because Sora (or Ven if you wanna get technical about it) could use a Keyblade. He already had that ability before becoming a Nobody.

He doesn't outright say that it is in fact young Master Xehanort though which is interesting. Maybe it might not be who we think he is.
