Depending on the precise nature of occurance, Kairi might yet have given birth to Xion on DI, while the rest of the PoHs lack Nobodies.
Kairi's Heart left her Body in the presence of the great Darkness. That's the best description we have for what the hell happened there.
Now true, she lacks the Heartless. Who's to truly say that the Darkness didn't do anything to create Xion?
The PoHs on the other hand went more with Riku's "rules" in which their Hearts were manually removed from their Bodies by XH. They, like him, wouldn't create anything.
Kairi's a different story though.

For a while I was thinking Namine could be Kairi's unbirth.
In Secret Ansem reports does say "having not become a nobody.."
But then I noticed it could be just a statement on what he thinks of nobodies, since he is prejudiced against them.
I'm thinking now she has two nobodies... but after thinking some more, I started thinking maybe Xion is Kairi's heartless...
I mean nobodies and heartless go hand in hand, right? And somewhere in the Secret Ansem reports (don't remember the exact words) might have mentioned that Kairi, as a princess of heart (no darkness in her heart and all that), produced an unstable nobody and heartless?

Here I found the quote:
"In other words, both the Nobody called Namine’ and the Heartless (Xion?) – proof of a lost heart – are extremely unstable beings..."

Well that's just my thought. Check it out the whole report, if you're curious, I believe it's in Secret Ansem Report No. 9.

Heartless are the Hearts themselves covered in Darkness, not some by-product. Nobodies are things left behind by the Heart leaving a Body, so Namine can loosely be counted as one, being born from that process.
Xion, however, would need Kairi's Heart to be her Heartless, and that's impossible to pull off.

When the soul leaves the body, the body perishes but nothing happens to the soul, it just goes to another realm or something.

Ah, that's the point. That's why I constantly reminded of the fact that Kairi's body was indeed found, which means that the body didn't "perish" if only the soul was used to create Xion, and the fact that there was a body meant that it wasn't used in creating a nobody on DI either. Thus, no nobody made on DI! Nuff said.

Heartless have a heart, so Xion can't be a heartless because the heart was residing in Sora all along.

I think I'll edit my first post to put in everything we know..

Namine being born despite lacking both the Body and a Soul. It's possible no matter how remotely unlikely. Saying Xion was lacking the components is the last reason one can use to rule out her being born on DI in light of Namine's existence.
