the reason becuase mickey is oblivious to xehanort in kh2 flashback and roxas resmpblance to ven is simple.its called plot manipulation.
u see mickey is a disney character.squareenix does not want him to have a direct impact on the story.like malifecint who was used mickey is a neutral good guy who indiractly affects the plot.the reason he doesnt recall these things is becuase it would add more layers to his character which would contadinct his status as a dinsey character.he is neutral good and helps the heroes without he himself doing much.after all he dint defeat any major villain.

The reason he doesn't recall those things is because Mickey never met Xehanort or Roxas. Mickey not being more important to the plot actually has to so more with Disney than Square. Disney is incredibly protective of Mickey and didn't let Nomura use him as much as he wanted. Mickey was supposed to have more of a presence in KH1 but they were allowed only one scene and that one scene he's included in is incredibly obscured. He wasn't allowed on promotional art to boot. The KH1 and KH1FM game covers are the only ones in the whole series that don't include Mickey.

^ Indeed, after the success of KH1, Disney loosened the reigns and don't give Nomura as much buck as they used to. Though they still call the shots, and sometimes even make suggestions. Though those tend to be for the betterment of the game overall, such as asking Square to remove the hats of the seven dwarfs when they're mourning Snow White.

But yeah, Mickey never met Roxas. After coded he begins to piece things together, though.

It should also be fair to note that Mickey himself even points out in DDD when he's talking to MX that he had hoped/wished TAV's sacrifice stopped him for good.
This combined with the fact Mickey never seen Terra's face, Roxas face, or knew that MX stole Terra's body gives ample reason why no red flags went off when he heart Xehanort's name in the KH2 flashback.

You could say Mickey was being hopeful.
