Master Xehanort's Long Game Headcanon

Does anyone else think that the Disney worlds the Organization members are going to in KH3 were all decided by Master Xehanort when he was traveling the worlds as a Seeker decades ago? Since time flows differently for each Disney World, maybe he spied something magical in Arrendele related to the trolls or an augur of Elsa or Anna's future birth being Princess of Heart significant? Likewise he could have met Mother Gothel centuries ago in Tangled-world time as she has lived for a long while before Rapunzel is born. Same thing with Pirates and Davey Jones/Calypso interactions. Obviously there's no way to prove this but its a fun headcanon to imagine him going through the worlds and marking down which ones would be useful for future study.

Any thoughts on this idea?
