Actually, no. Epcar said in that interview back in August that he had not been contacted to return, but he would be glad to. He also made a point that he was busy with other games.

At that point, Re:CoM would have absolutely been green lighted for America and would be in the process of receiving voice acting. He would have know at that point.

Either Epcar is lying through his teeth (under contract or what have you) or he really isn't coming back as Xehanort's Heartless, at least not for Re:CoM.

I forgive Epcar if he never voices Xehanort again

You know what would be a good voice for Vexen? Laurence Fisherbourne or something like that, the guy who plays Morpheous in The Matrix.
