Not necessarily. People were able to hack into the DSi's setting and change its format from Japanese to English. They may be able to do that eventually with the 3DS as well, in which case it will play NA games, not Japanese games. Also, in my case, I might get this 3DS and just play Japanese games on it like Thearhythm since that doesn't seem like it is coming to the US.
