I emailed Square Enix they said Winter 2005 is for North America.

Thank you for contacting the Square Enix Customer Support,

At this time, we only know that the North American version of Kingdom Hearts 2
is scheduled to be released in Winter 2005. A more specific release date and
information will be announced once that information is available.
