Is Twilight town based in Paris?

"Le Grand Bistro" contains "Little chef" and so does the movie Pixar movie "Ratatouille" which is based in Paris so would Twilight town be based in Paris?

Not Paris specifically but Twilight Town does draw inspiration from various locales in France.

I never drew the connection between Twilight Town and France. That's very interesting. I always kinda saw Twilight Town as a more kid friendly version of Dollet from FF8. Yeah, a weird comparison for sure. But Seifer's there...
