I'm not sure what the mental exercise is here. In proper terms it is a Disney-owned game developed by Square Enix. There is no doubt about this as Disney has control of the IP and can do what they want with it, but leaves most of the decision making up to Square Enix out of respect to them and Nomura.

In its approach, it is created with the authentic feel of a Square Enix game with Disney as the setting and half of the main thematic foundation.

I just call it a collaboration between Disney and Square. Square handles making the game itself while Disney decides on what intellectual properties can be used. It's a Disney game. And it's a Square Enix game.

As well as making sure that their properties are handled with care, and having some say on the story (i.e. them suggesting to Square that they maybe make their endings a bit happier, and that whole thing about Square changing their idea about Ven interacting with Sora's heart, before he was born, to after he was born because of Disney).

It's a collab but Disney owns pretty much anything that wasn't an SE cameo. Even things or people Nomura makes originally for the series if memory serves. Kinda sad for him I bet.

Out of a sense of respect, they now don't do anything without his explicit approval anymore but still have veto/approval rights if they REALLY wanted to get it done.

This is also why they were able to start multiple animated series pitches, VCast...that mobile game from way back when that never happened...that other mobile game that was in dev before the head of Interactive left and they put in the new guy...the Hot Topic merchandise...scary ass Sora at Disneyland way back when.

Yeah, as was the policy originally forbading any contact between pure movie characters from interacting with each other (meaning no Aladdin meeting Hercules or something similar) and why the whole "world order" stuff was introduced to begin with.
Now times have changed with things like Disney Infinity so I doubt that policy would be in effect anymore.

Rather ironic when Disney themselves regularly mixed these characters in their TV spin off series. Such as the episodes of Aladdin and Hercules' shows in which they met.
