First of all, i have been saying for years (im 26) that the room we visited in the World Terminus in Kingdom Hearts is going to have an importance. The responses i got where something in the lines of "its not in the game, forget about it even Nomura did". But why would they bother making a rather complex designwise room just to forget about it?
Ansem the Wise? We know Ansem somehow found the original Space Paranoids and copied it. What if he also somehow found the original Ark or a machine similar to it and copied it as well. Though the prbolem with this would be that based on his reports, if i recall, travelling between worlds was something that he had not fully figured out so i doubt that would be a question if he had a m achine that does more than that.
The last candiate is Braig/Luxu. Maybe he was the one who brought in the blueprints and with the help of the others they contructed it. After all, we dont know what Luxu knows. Maybe he had blueprints in store throughout his "journey" because the Ark could be useful at some point.

Anyway, my question is, who build that machine in Radiant Garden? Was it Xehanort, perhaps, somehow having memories of it from his past life? Though im not very fond of this because i always saw it that the player dies in a sense that his memories and sense of self disappear and his heart gets converted in a new one.
