I don't think it is supposed to be, at least not in that scene, since it is really DiZ talking to Riku under the guise of Xehanort.

Pure Awesomeness!!! I don't care that it's a KH2 Sora voice with a KH1 Body. I'm just happy to play this game with actual voice acting and not having to sit through hours of reading text and hearing silence. ​
