Yes, there are three scenarios to play (in any order): Aqua, Terra, and Ven. Nomura says that the style for each characteris different, so it will feel like you're playing three different games.

I haven't kept up with the BBS news much lately, but last I heard only Terra, Ven and some other character were confirmed playable. It did not specify that Aqua was playable.

And yes, it is for the PSP. Xbox and Gamecube are dead, so there is no chance of them being released for either system.
