That's not neccassarily true. Sora became a Shadow Heartless, though his heart was strong. The type of Heartless you become rellies on the strength of your heart and the strength of darkness. Because both Sora nd Donald have little to no darkness, they would become a weak Shadow.

Sora had a strong heart but he turned into a shadow. Somewhere in the secret ansem reports, it says that you collect hearts to increase your rank, so when you get turned into a heartless, you will definitely become a shadow, right?
