Not necessarily cards, but it uses a customization system akin to the card system used in Chain of Memories.
Nomura called it a "DECK" so i guess it's cards but not like RE:COM i think it's more like ability cards or moves, but IGN says it plays well so it will probably work well, i aways like something different although i cant say that RE:COM was my favorite but i got used to the cards aftertime.
