I'd be pretty difficult to level up a form that can only be accessed randomly. So it's a no.

Anti-form doesn't level up. It's a real pain in the ass it takes all of your drive no matter how high you have it. I fyou don't want to go into Anti-form don't execute a drive when a heartless is right next to you or if Donald or Goofy are knocked out it increases you chances of going Anti-form.
