Do you get to play as Riku in Kingdom Hearts 2?

You get to play as him once during the final battle against Xemnas.

Basically, yes. But it's only for like 1 minute, if not less.
Although there is a way to replace Sora with Riku using some kind of cheating disc for the PS2, I think it's called Action Replay something.
