This article is fake.

Easy examination shows the URL to this article is
http://204.157.1.121/~n followed by a news.bbc.co.uk link.

However, the official BBC News website is:
BBC NEWS | News Front Page

And its hotlinked pages are:
BBC NEWS | Europe
BBC NEWS | Middle East

etc., and if you click on a real article, it will take you to something like this:
BBC NEWS | Middle East | Payouts reveal Iraq civilian toll

Obviously, someone uploaded a page looking like BBC to their own private server. Phishers, in other words.

Fake :/

Plus, he typoed. He typed "aditional". If you posted a typo or grammatical error on the BBC website, you'd probably get fired or it would get edited right away :/
Of course it's fake. That was the point of the post. XD

It took some people WAY to long to catch on.

a kid in china was suspended for having his own death notebook like a bash book and he wrote the names of his teacher in it.

that article is kinda freaky, even if it is fake. teaches you a lesson: BE NICE TO EVERYONE!

[edit] they sell those now! replicas from the show/anime/movie/comic.

Yeah, you totally summed up my reaction to the article. I am still LMAO right now though. To me it's hilarious.
Did you also know....Some schools in Shenyang, China have banned the manga after some of their students started to tease friends and teachers by altering a notebook to resemble a Death Note and writing their names in them.[18]
The newspaper Shenyang Night Report called Death Note "poison, creating wicked hearts".[18] Others however, including one major Chinese newspaper, felt that the ban is an overreaction and is inappropriate.[18]
Beijing also has a ban on "horror stories" around schools to protect the "physical and mental health" of students, which includes local adaptations of Death Note.[19] China itself is likewise trying to weed out pirated copies of the books and TV series (and other Japanese horror magazines), where no legal publication house prints it. Wang Song of the National Anti-piracy and Anti-pornography Working Committee has said that the series "misleads innocent children and distorts their mind and spirit".[20]
