Creating bodies was a hard thing up until KH3

Despite having crazy powers Xehanort's Heartless, Namine, Roxas and Riiku couldnt manifest bodies on their own. Creating a physicla form ex nilo was a difficult task that even MX couldnt do in BBS which is why he possessed Terra.

The only character who managed to accomplish body creation in a way was Kairi in KH1 who managed to return Sora's heart from the darkness and give it a corporeal form.

But in KH3, Vexen can now make bodies like its nothing. Im surprised they didnt give Eraqus a replic body for his heart to go in. Although, one may argue that you need a soul to make it work but then again how did Xion and Repliku get souls?

Don't forget that Vexen started creating bodies in KH Chain of memories, the first being Riku Replica, which was the first succes after having created Xion, Xion was imperfect because she neded to absorb Roxas' powers and memories in order to complete herself as a Replica. Remember when Xemnas first introduces her she has a blank face. So Vexen dedicated a lot of time studying the process of making replicas and in KH 3 he finally creates perfect bodies for the org to use. So it's not like he makes them like it's nothing, he just spent time perfecting the technique. Also remember what Xemnas said in DDD : You can cast away your heart but your body will grow a replacement; now fill it with memories and voila

Everyone is born with a heart as demonstrated in BBS when MX takes ven to destiny islands, Soras heart is the one repairing Ventus'
As we know, that's the moment Sora is born. Also that's why vanitas looks like Sora
