I heard that costumes will be transferred to Unchained X? If so when and do I have to do anything other than link my account?

Do you mean your outift, or just costumes in general from Chi?
At most you can transfer your current outfit from Chi with the help of this: スクウェア・エニックス BRIDGE | ゲーム・コミュニティ| SQUARE ENIX BRIDGE
but once you link your account, you can't change your clothes on UX or the avatar returns to its default form.

If you click on the 'Special Coin' option on the home screen of X, there will be a blue box that says 'Kingdom Hearts Unchained X' - click the yellow button underneath it, and you're done! Your costumes will be transferred on or by the 8th of September
