can someone explain to me what the gameplay is like in RE: chain of memories before i get it.... i know its card based but thats about it

It's basically customizing your deck of cards to your style and/or to battle certain enemies such as bosses. A lot of gameplay elements have been added and changed.

the only changes i noticed aside from joker cards was riku's battle system.
