I would think their were more than 7 BWHoPL going by Kairi's grandmother story but who knows.i think there were more, and the number was reduced to 7.

If the grandmother's story is true, then that means that those types of beings were common- it was everyone.
But when darkness encroached upon those hearts, the amount of BwHoPL dwindled down to a lower amount.
Whether this amount is 7 or not can't be decided. However, there's nothing saying that the BwHoPL didn't become special because of this phenomena.
And perhaps that ties in with the thought that when a person with a Heart of Pure Light dies, another is born with that specialness.
