I believe that in some very distant past, everyone had hearts of pure light, but darkness was born, so the number was reduced to 7, hence Kairi's grandmother's story. If you argue that it was just a fairy tale, remember Nomura said that the story was rooted in truth, and this part of the story seemed more likely than the part where children crafted the new world with light. So at some point in history, there were many BwHoPL.

I highly doubt that the BwHoPL was reduced to 7 in BBS, because Kairi's grandmother told Kairi about the story just before or after the events of BBS, and since it was refered to as a fairy tale, the story must have taken place a long time before BBS for it to be called a legend instead of actual history. So the number of POH in BBS is most prob 7, and the only thing that would have changed is the people having the title.

After all, BwHoPL are supposed to be special, are they not? If there were more, that specialness isn't so special.

What if there are only ever 7, and when one dies, another is created?

I was thinking along those lines, but I don't want to limit the number to 7. Though that seems to be the case that only 7 can exist at one time. It makes sense, except for it passing on to another person. What's the dictating force behind it all?

I would think their were more than 7 BWHoPL going by Kairi's grandmother story but who knows.

Mabye in BBS, but somehow wiped about because of certain events in BBS. Which only left the PoHs.

But when darkness encroached upon those hearts, the amount of BwHoPL dwindled down to a lower amount.

Whether this amount is 7 or not can't be decided. However, there's nothing saying that the BwHoPL didn't become special because of this phenomena.

And perhaps that ties in with the thought that when a person with a Heart of Pure Light dies, another is born with that specialness.

He said that there was a certain degree of overlapping. Which is basically there is a fraction of truth somewhere in there. However he specifically said though that its was just a fairy tale and that it doesn't equal world history. I'm pretty sure there has been and will always be 7 Poh or BwHoPL or whatever you want to call them.
