That's a pretty interesting connection. And I think if you look closely at the opening of Birth by Sleep, for just a few seconds, they show TVA with their second keyblades in hand, so maybe Nomura wanted to refresh the idea.

In a sense, the way TVA left Land of Departure, is the same way SRK did. First Riku, then technically Sora(even though Kairi's heart was within him), then Kairi's body. As it was Terra, then Ven, then Aqua.

Oh yeah, good point. And I wouldn't consider it predetermined, since that scene wasn't cannon, but it was hinting at elements of the next game is all. The scene was created purposely by Nomura obviously, but their fates were not "predetermined."

I think it's very possible that Nomura just pulled a "well, I'll plan for each character to pick up a Keyblade that relates to where they finally end up at, but if I change my mind, that scene just won't be relevant". If that scene ended up not correlating with how Terra, Aqua, and Ven all finished their stories, that scene wouldn't have to have meaning. Although, Nomura seems very honest about when he makes plans for something, and then changes his mind.

Wow, and here I thought that that scene had no significance and was just going to be forgotten.

Well, I guess this is a case of "Epic Foreshadowing".

God, Nomura actually thinks his shit out for once and the fans STILL don't give him credit. I feel bad for the guy.
