Uhhh no.

Nomura says that the switch between the characters will be forced upon you, and they'll be sudden. For example, during battleand when walking around in town, you'll suddenly switch.

I mean if the character's scenario change after certain cutscene will be neat.
But it seem unlikely, from what you posted and what i see from the article.
