Well, if you look, the three people in the middle are at a crossroads like Sora was in CoM. And the only other thing I have to say is that there were (or are) alot of wielders of the keyblade.

theres like 1000 keyblades so there must be like an army

but wut i really want to know is why is sora and riku and mickeys keyblades in the middle like that and why is soras keyblade OLD

Fenrir is in there, among the many other Keyblades.

Tetsuya Nomura hasn't stated this (or any future game in the franchise) takes place before or after the events of Sora and company. Knowing him, it wouldn't surprise me if it somehow took place in both past and future, or something seemingly odd like that. He's pretty sure it's not a direct sequel to KH2, though.
