heh the evil dudes on BoBoBo-BoBo-BoBo are funny XD! and i Naraku is terrible >< what he did to poor Kohaku and all that >< hes a fathead ^^ but i like the villains on BoBoBo they are really funny and just random XD
Envy was cool. But she killed Ed. So she's not all that cool. But. . .

I like Aion...from Chrono Crusade. He's one of those villains that are so calm about their evilness that it's awsome.

Seta Soujiro & Shishio Makoto..
Seta Soujiro, because he's a challenge for Kenshin. (At first..)
His sword skills are amazing, and he is very evil.
Shishio has even more amazing sword skills.
(Limited only by his body heat.)
He can remember and block a sword move, if he's seen it atleast once.
This skill makes him very, very hard to defeat.
He is the evilest of all Kenshin villians..

I'd say Shishio from Rurouni Kenshin. He's a survivor and is brilliantly evil, then again i would be too if i was shot in the head and torched.

Il Palazzo (Excel Saga)-A perfect example of a villian personality. What does an evil conqueror do while his lackeys are off...well, TRYING to conquer? Learn to play the guitar, stack dominos, or wait...perhaps Dating Sim games?
Legato Bluesummers(Trigun)-Need I say more?
Kianu Fallwind (Wild Arms)-At first, he makes a decent obstacle assassin dude, but in his last, confused chaotic moments, he does the one thing which qualifies him as a big time villian: blows his own head off, to make sure Sheyenne can never get his body back. He will be remembered...
Dilandau (Escaflowne)-The most psychotic villian I have even seen in any anime period. His glory cannot be described, you just have to see the anime yourself. You'll either laugh, or cry, because he IS a total psychopath

Well...if you insist on best villain, as the one most adept at acting villainous, both Double Fang and Trip of Death (Trigun Maximum) almost frighten me. Well, the Eye of Micheal has a tendancy to do that, I suppose.
Another would have to be The Council that represents SEELE in Neon Genesis Evangelion. Bringing about the 3rd Impact tops anything Naraku or Shishio's ever done.
Coolest...Well...I dunno. I always thought that Takemaru of Setsuna from InuYasha had a cool design, but as a character he annoyed me...a lot. I liked Midvalley the Hornfreak because his ambivelance, one moment he'd be rambling about how his life will end only after Vash is dead, the next he has a gun to Legato's head stating he'll never follow his twisted dreams.

Orochimaru, Brolly, and Lagato are the three coolest villains evar! XD From Ruro Ken, I'd have to say Eneshi was the coolest. Yuyu Hakusho, Toguro was coolest. ...if i think of anymore I'll add them ^^
