i dont think it would look like a black haired ventus. It could be a black haired roxas. even though theres not much of a difference in appearance it would still be a different persons shape.

That's "only" Ven's body and soul, Ven's injured heart is within Sora. So if Xehanort wants to capture Ven's heart he needs to get Sora first.
The Mysterious Figure apparently already knows about it since he calls Sora out on having multiple hearts. As we see in the Special trailer Xemnas apparently knows as well.

That's what has been said by Nomura and also in-game in BBS.
It was also the reason Axel was never been able to find the chamber despite Xemnas sending him to Castle Oblivion several times to look for it.
Xemnas was obsessed with finding this room but apparently never succeeded.
