Well, I guess Nomura really likes thirteen, especially how it's considered an unlucky number. I mean, look at the Organization, they were brought down by Roxas who happened to be their no. XIII.

It's obviously all coincidence.

Some of them might just be a coincidence, such as "Kingdom Hearts" having 13 letters or there being 13 letters in Sora, Riku, and Kairi. But things like Organization XIII and 13 floors in Castle Oblivion were obviously made on purpose.

Doesn't C.O. also have a basement, so there would be fourteen floors altogether and eventhough Xion doesn't count as a member of Organization XIII, she is still no. XIV. So, does the number fourteen hold any meaning?

There are actually 12 basements in castle oblivion, the total number of floors would be 25. But I was just counting the upper floors. 14 probably doesn't hold much significance in the KH world, since Xion doesn't really count as an organization member.
