Xigbar's name is pronounced SHIG-bar. Here is why:
When spelled out in Katakana, Xigbar's name is シグバール, which is pronounced "Shiguba-ru." Note the distinct "Shi" sound for the first sylable of the name. If it were ZIG-bar, his name would be spelled ジグバール, pronounced "Jiguba-ru" since there is no "Zi" sound in Japanese, yet the "Ji" sound is grouped with the characters that stand for "Za," "Zu," "Ze," and "Zo," and would thus be transliterated as such.
