Remember that, back then, Braig wanted to be a Keyblade Wielder, so that was pretty much the reason why he accessed to it.

Also, remember that not everything from present day KH writing will make sense from past games.

Remember the Hidden truths scene that's part of the secret ending of BBS? Terra and Xehanort have a conversation discussing who is in control of Terra's heart. The last thing Xehanort says is that Terra is just one of the many roads that he might choose to take. Basically, Xehanort was talking about Braig; he and Terra were the only two people who held a piece of Xehanort's heart at that time, as Vanitas had already been defeated and returned to Ventus.

In the scene about the seekers that serves as an introduction to ReMind Xehanort acknowledges that in the time of BBS he already knew that the way to create the X-Blade was the clash between 13 darknesses and 7 lights. He already had that plan in mind, but he was old and short of time so he tried a rushed, easier version of that plan which involved a heart of pure light and one of pure darkness; Ventus and Vanitas. Xehanort also had to make sure he survived long enough, because he was old and could die anytime.

The Xehanort Reports say that Xehanort had thought about making Terra his new vessel the very first time he met him, when Xehanort visited Eraqus to leave Ventus there. Most likely Xehanort planned to make Braig a backup vessel in case he had not a chance to possess the best candidate, Terra, and because he already wanted to have more than one vessel to reenact the keyblade war as he did in KH3 if the Ventus-Vanitas plan failed and he had to try with the 13vs7.

With the permission of Braig himself, as said, maybe to ''become'' a wielder?
Also, MX may be referring to the 13 Darknesses (including Braig already as you said)

And a failure plan cause the X-Blade was broken in two same moments, but how about Braig in this plan, he didn't know about the 13 Darknesses,

or at least he did never imagine he would be a vessel among the rest of the Organization members(that is, why then carrying a piece of Xehanort's heart at those moments already?), he acted surprised when AX attacked him (scene at beginning of DDD), they were making the experiments to find 13 vessels it was supposed? That is why he would be surprised as to why the ones in the castle are vanishing and then stabbed

Well, it is not known how much Braig knew about Xehanort's plan. Well, he knew a lot more than he would let on because he was Luxu, but I mean how much Xehanort tod him. My guess is, as Braig was pretending to be a fool who wanted a keyblade, they made a deal: Braig would agree becoming a vessel, thus inheriting Master Xehanort's keyblade when the old man died because holding a piece of Xehanort's heart would make him able to wield it. It makes sense because Braig was not supposed to know about the bequeathing, that is the "normal" way of inheriting the power to wield it.
But as we know Braig was already Luxu, he knew much more than anyone else and was playing his facade to get close and observe events unfold.
