why was a black coat in x chi? xenhoart can't go that far in time. so please explain to me why there is? is something going up?

There's no confirmation if it's Xehanort (or anyone at all). Just because that person is clad in a black coat does not mean that it must be Xehanort.

If we take the theory that Chi takes place in the world of data, Coatie might actually be the "administrator" of whatever book the world is decoded from, just like how Data Riku was to Jiminy's journal.

My thoughts exactly. I'm pretty sure he's the 6th Foreteller and that he did something to get the Book of Prophecy which would explain why Xehanort knows what was going to happen since god knows when.
